I bought an 04 Honda Reflex with a known starting issue. I got it home changed the sparkplug, replaced the battery, and replaced the fuel filter. I tried to start it but it would only crank. I noticed that the fuel filter wasn't filling up so I checked the connection and saw that it had a burn mark on the rubber covering the connection. I didn't check it with a volt meter but based on what I saw I decided to buy a new pump. After thinking about it I'm thinking I may have jumped the gun. Is there any thing else that I could have checked other than the fuel pump that has similar symptoms?

Yah also might want to have a look-see at the coil and plug cap.

Pump could be internally shorted hence the burnt connector boot,, or the wire going into the metal connector could be frayed or fatigued inside and separated,,, just my thoughts

Long story short it wasn't my fuel pump it turned out to be a bad Starting Enrichment valve on the old carburetor. I'm going to make another post and explain and also ask a question. Thanks for all the helpful suggestions. The Honda is alive.
