Well it seems either there is too much liquid in there or something else is causing a lot of pressure in the gearbox all of a sudden, to spew it out that hole-- whatever that could even be.
Either way, the oil doesn't look right, imo. With that being said, would a partially clogged breather cause that to spew out like that?

Thankfully the gear box cover is right behind the clutch and you can remove it without removing the engine from the bike. I would recommend getting a new gear cover gasket first as they can tear fairly easily.
If you are going to go in there you should probably consider getting at least new shaft seals and probably a new bearing for the clutch shaft since that is one of the weakest parts of the GY6 design.
Is there any wobble on the output shaft? If the seal on that side is bad then its likely that the bearing behind it is not in the best condition either.

while i don't know how the water got in there, did you ride through any hard rain lately? you say it's always covered but one noticeable thing for me is the open breather hole. all mine have a rubber tube from there and stuck into the open (mount style) hole near the shock to keep said water from having a direct downward path into the gear case.
