Can a 150cc scooter seat be replaced with a type of seat that is commonly found on a touring style 250cc scooter? As in the picture example Attachments:

Without seeing em side by side it's hard to tell. Some scoot bodies are the same, but with different engines. It is entirely possible, but without actually having one to compare mounting locations, etc, it's kinda hard to say.

I looked at doing that too but the bottoms on the seats were not the same so it would not line up with the seat bucket . Maybe an upholstery shop could replace the foam and cover with a touring style but I am sure its not cheap

Once again, it depends on what you're trying to do. When I had my motorcycle, stock seat, a lot of us took off the vinal cover, trimmed down/reshaped the seat foam, cut out a space for a gel pad, and recovered with a staple gun.
Taking to a motorcycle seat repair shop woulda cost $100-$150 But, what the do I know, I'm the new guy.
