If I move the e-clip on the carb needle one space up or down
is that equal to replacing the main jet one full size ?

Yes and No because it only effects the mid-range. If you raise the needle you are letting a little more fuel to get by the needle if you lower it less fuel gets around the needle all DUE to the taper of the needle. At wot the needle is out as far as it will come out and all the fuel getting through the main jet will flow out. That is why the size of the main jet only effects about 1/4 of the throttle.
