I'm working on a Honda Ruckus Trike,

The scooter will not turn over. I took off the intake manifold and found alot of rust. I figured this could be alot of my problems.

I have some PB spray and im wondering if I should spray some of that down in there or maybe WD-40, if not then what?

Or am I royally screwed

Yep at the very least, looks like it was filled with water, take the head off and I would bet the piston and rings are not in good shape either. Have you drained the oil it may be full of water.
