Insert a probe into the spark plug hole. With piston at top-dead-center, observe if flywheel "T" timing mark is aligned. Sometimes the crankshaft woodruff key will shear.
Verify insulator-spacer between head and intake manifold is properly oriented on the 2 studs (not obstructing intake port), and is not cracked (causing a vacuum leak).

Insufficient information . . but you need to determine why carb slide is not rising.

If a Dazon Stinger 139QMB engine . . check intake/exhaust valve clearance, inspect intake manifold for vacuum leaks, and carb diaphragm for tears. Observe if carb slide is rising properly.

try to get used to no-foot-brake-no-clutch-no-gears riding. It's hard to teach this old coot new tricks... especially when it's so easy! I've been riding 50+ years, but this seems odd to my old brain. At least the 15 inch wheel steering geometry will feel more motorcycle-like . . as compared to 10 inch scooter wheels.
