Was an aftermarket fuel injection system installed? Original 150cc GY6 fuel injected models are somewhat rare . . example.

Sometimes the large clutch nut will loosen and contact the inner bell surface.
A clutch bearing may be deficient resulting in excessive drag.

Verify flywheel/crankshaft woodruff key has not sheared . . which alters trigger-coil timing. Insert a probe into the sparkplug hole and turn flywheel to position piston at top-dead-center . . then observe if flywheel T-mark is aligned with case indicator.

Yiben? Video shows rider putting feet down when stopped. Is that typically required at stop lights/signs on this model?

have spark and gas going to the carb . . adjusted the valves to .004(intake) and .005( exhaust). Have you tried spraying starter fluid into the intake?
Have you tested cylinder compression with a meter and 10mm sparkplug hole adapter?
