Your detailed "WEIRD NOISE" description should definitely help diagnose the issue . . especially for those with telepathic abilities! This example was resolved by re-greasing the starter armature bushing.

Any chance of an "excessive condensation in gas" issue . . which a few tablespoons of Iso-Heet might resolve?

put new gas in tank . . Tried 3 different carburetors
No mention of checking valve clearance?
If you suspect an ignition gremlin . . replacement resource.
Verify ignition coil spade connectors and ground wire are tight.
Might also test trigger/pickup/pulsar coil.

So with a performance fan that flows LESS air, wide-open-throttle abuse, and Florida summer heat . . speculating enhanced odds of engine failure. If broken belt fragments don't lock up the clutch and rear wheel, and you are spared serious injury, include the Sym 300 in your replacement research.

There are three things I can think of doing. The first is do torque it more than the specs indicated (I don't want to damage anything). The second is to wait and see if the gaskets might swell a bit on there own. The third is to pull it apart and use a new gasket and/or RTV. Another consideration.
One downside of using RTV sealer in an engine is that fragments may obstruct oil passageways.
Verify timing by inserting a probe into sparkplug hole to determine piston top-dead-center, then observe if flywheel TDC mark is aligned, and if rocker arms are oriented at bottom of cam lobes.

150-200cc will fit my needs Include Sym/Lance in your research (if available in your area).
Consider a modular or full-face helmet to reduce the odds of this.
Remind yourself that you are invisible to other drivers . . and observe how few have both hands on the steering wheel.
As you have already inferred . . NEVER let anyone else ride your scooter, unless the potential scooter damage and injury liability is acceptable.

The battery was replaced in the last 6 months and turns over very well. Have you tested battery cranking volts?

A big-bore-kit installation, and other performance enhancements, will typically NOT significantly increase top speed because the belt-drive-ratio remains the same . . only more torque for hills and headwinds, with enhanced odds of bearing failure. Service interval guidelines . . maintenance videos . . oil change suggestions.

Generic 50cc Chinese scooter, GY6. After sitting in the shed a few years it's not wanting to idle. I'm sure the carb needs a cleaning and it's probably the problem, but before I pull it I noticed a broken hose. Is this just emissions garbage? It being disconnected, shouldnt cause it to run differently should it? Speculating part of the emissions system to recirculate vapors into the engine air intake. In some videos these lines are open to atmosphere.
