Well, I came outside this morning to try my moped and it wouldn't start. I took my test light and check the spark plug coil wire was sending slow and weak voltage through. Looks like it went out and I need a new one.

UPDATE:
I put in the new diaphragm, made sure everything was spotless inside n out the carb. My problem, it idles but will not move. This morning it wouldn't start, no spark and I had taken off the stator, then clean it up, bam started right up. Again it will only idle not move when I'm setting on it. I have it up on the stands the tire will rev right up but then it seem to be in and out slowing down and speeding up. The stator between ground and white I'm getting about 8v to 35v when revved but at 35v it starts dropping down to 0v then between ground and yellow I'm getting about 7.8v to 11v when revved. Seems really low and odd to me. I checked the ohms on the ignition coil and it read 0.0. I checked voltage to cdi from stator 111v to 200+v when revved. The damn tire spins freely, not great but when I sit the rpms stay low.

Well, I set my valves to factory setting that are stated on the moped, changed the belt from a 669 to a 729. I start it without any problems it idles great when I pull the throttle it want to go but doesn't and I can't seem to get it to react over 1/8 throttle. Once, it warms up the motor throws a knocking noise then on deceleration the motor sputters back down to a perfect idle.

Well, today I tried again with the belt, then called east coast scooters and asked them if they were sure my 669 18.1 was the right belt and they told me what I thought was right I needed a 729 17.7. I went and exchanged it for the right one, came home and put it on with no problems. I have no loss of power anymore and for all of you wondering about the rtv. The gasoline sets on the opposite side of the diaphragm, no problem there! I don't even know how, the person I bought the moped from, put the wrong belt on. With the 12in. rim comes the 729! What I'm wondering is(I work on automobiles for a living) when I set my rocker arms on a motor there always tight, but everyone says to have a gap on a motorcycle's rocker arms, I don't like that tapping just sounds like it's weakening my rocker arms! So, I set them where they wiggle but don't tap, BEAUTIFUL!
THNX, Alex

If I get an impact do I still need to clamp the pulley?

Well, to start I'm Alex in SC. I bought a 2010 Taotao 49cc about 2 weeks ago, sadly it's been down for the last week. It used to go about 45 on a flat but since been put up it only does 30 on a flat. I couldn't get the throttle to respond on the last 1/4. The carburetor has a 72 main jet with an accelerator pump, I took the carburetor apart 3 times before I figured out that there was a diaphragm underneath the throttle cable bracket. I pulled it out and seen it was torn. I sealed it with copper rtv and put it back together and tried to turn it over it wouldn't run but gas was leaking out the accelerator pump so I created a gasket. I figure it had so much pressure after being sealed it burst out somewhere. I bought a new belt today and it's so good it can't just slip on, lol "till tomorrow". It hit about 110 in SC today. I tried taking off the pulley I had to c-clamp it then apply resistance with my tire iron I was using a 12 point 17mm and almost stripped it, I'm gonna try to use a 6 point tomorrow. I just want to know am I on the right track?
