Can I add the displacement of all my scoots and simply say 250+ cc?

Ok... I'd tear down the stock carb... make sure the diaphragm, etc is in good shape, get a jet kit. Stock idle jet and maybe a # or maybe even #100 with the aftermarket exhaust on the Main jet to start? see if that gets her running. Make sure the intake boot isn't leaking, So you have a stock CDI module you can swap in? Also, pull the cooling shroud for the flywheel, and set it to TDC on the compression stroke, and check against valve timing to make sure you didn't sheer a woodruff key and that your valve timing is correct. I'd actually do this first as it's the cheapest. In the event that you did sheer the woodruff key, make sure that the mating surfaces of the crank and stator bell are not tore up and that you don't have any Stator bell wobble. I just read where you had a shop do the work. Did the bike run properly when you got it back?

I have a 50 ( in pieces), a 150cc (love love love) and a 250 (might someday love it... I just got it thinking about selling it and getting a motorcycle)

will it run on carb cleaner? Spray a little down the throat of the carb and see if she fires. If she does, you can rule out ignition for the time being... If it won't fire, then it's compression or spark. (I'm actually leaning toward spark in this case)... If you have spark and it won't run on carb cleaner, then it's time to do a compression test. It should be at least 125psi.

Guys, I would not plug one unless it was a dire emergency.... and if you have ever experienced a blow out on a bike, you wouldn't either. It's daym scary!
I don't want to be the safety nanny here.... but I've had it happen.... It's soooo not cool

sounds just a little loose, I run mine at about .003 but it should run Ok at .005 (a little loud and don't rev the snot out of it).... Have you checked for vacuum leaks? The other thing to check, is the Sheer key on the stator.... Timing might be out a little. What kind of intake and exhaust are you running? Oh and what displacement is the motor? Are you running a performance cam?

I don't agree... the Chinese gy6 150cc seem to be really solid with a CVT as long as you put a good belt in them. My buddies beverly 500 (great scoot BTW) is good for 105mph and has a belt driven CVT. My other buddies 500cc April is the same... CVT and very solid. both awesome, but heavy bikes.. Great milage and great Maintenance Interval. And UBer simple to work on. The CVT's have been around for ages and again pretty solid, I think.

Not only can it be tricky to hand lap, that doesn't take into account that the valve could be hanging up slightly (bent or who know what), cheaper, easier to replace the head.... consider doing piston and rings also.... since you're there already and it cheap....

Is the bike a four stroke? If it is, it sounds like tight valves. When you put the BBK on, are you sure the valve timing is correct?

I'll tell you what. As someone that has had a rear tire, suddenly loose all pressure, I'll gladly replace mine yearly. Its just a cost of maintenance. It's downright scary, and only luck and yes I'll even say, a little skill (more luck then skill), I didn't dump the bike. I'll gladly change those tires and valve stems, yearly. and don't forget the valve stems... those chinese valve stems are simply criminal.

yes, valves that are too tight can and will lower compression.
It will start when kicked... I'm thinking it might be spark related tho. (electrical, when the start switch is engaged, it kills spark in this case for some reason).... check for spark while it's being cranked over by the starter.
