I would suggest looking at the repair manuals on this forum. Just looking through those will give you a ton of info, and you'll become more familiar with details of.... basically everything.

Plus, you'll have spare parts if you buy a new engine. Some new engines come with carbs, even CDIs...etc.
Spare parts are great to have!

You really need to check the crankshaft for side play, as mentioned above. That includes the rod AND both ends of the shaft-- flywheel side and variator side. It's an absolute MUST, and it'd be pointless to put a new top end on with a bad crank.
Even if the crank is good, you still have a major decision(s) to make. Taking the gamble of just replacing the whole top end without cleaning the GUARANTEED metal shavings in the engine case(ALL OVER, not just the bottom), is not the best decision to make-- if you don't want major problems down the road.
I'm not even sure flushing the engine is good enough-- but is better than nothing. Doing the job right means not taking the easy/lazy way out.
Who knows what the previous owner did. You said he just rebuilt it, but it doesn't look like it to me! Not someone I'd ever let touch my scooter.
Just throwing on a new top end risks the crank going out, if it hasn't already. It could go out the next day, month, or MAYBE you'll get lucky. If it does go out, you risk having to replace the jug and piston again. The crank/rod wobbles when going out.

My scoot seems to run fine. No bogging, popping...etc.
I'm not too worried about it, but wanted to check just to see--mixed info and not sure really what to think about it.

Mine keeps running if I hit the switch. Id have to turn off the key I think and not a good idea at wot! Why not? Educate me. I'm no pro The reason I ask is because, after looking in the spark info section here, is that it says nothing about letting go of the throttle- HERE. I've read "online" about closing the throttle after killing it. I've also read about smashing, yes SMASHING, the plug to see the real truth about being rich/lean-- especially after some scooterists can't seem to find a happy medium. It makes me wonder is all.

Just to clarify, for full throttle.
Run full throttle for a decent stretch. Hit the kill switch and immediately close the throttle, coast to a stop. Check plug. Is it ok to brake to a stop?
Either way, that's basically it right-- for these 139qmb engines?
