Does your gas tank have a vent tube going to a canister? If so, that canister is full of charcoal, and can be fouled if gas somehow gets into it (the bike is laid on it's side, or the tank is way overfilled). Drilling a 1/16" hole in the gas cap will fix venting issues without allowing spillage.

Or just remove the environmental shiz, then hook the vent tube that comes from the top of the tank to a fuel filter so no dirt gets in and then ziptie it to the frame with the end of the hose/filter at or above the top of the tank.
