Ac Voltage to most lights on scooters. AC voltage coming from stator. Gets converted to DC off of regulator. Most of the lights are ran off of the yellow wire from stator. Did you disconnect any wires?
Some coils on your stator could have fried with the regulator. Trace the wire from the high/low beam switch.
