I had another thought... I just wonder if this isn't something "home engineered" as a quick drain of sorts. There does not seem to be an obvious flange area for it to be mounted to. And with extreme close up views of where the plastic meets the metal, there appears an irregular bead of material at that junction that would seem to be there as a seal. And it is placed nearly impractically close to parts above it which would probably make it difficult to manipulate. I mean, after all, how was it even threaded in there in the first place when turning it is going to have the nipple bump up against the bolt head to its right or the metal above it. Unless there was a hole just large enough and the plastic part pushed through and was long enough to be secured from the inside. There does appear to be a seam around the circumference about half way up. But then that may just be mold flashing from manufacture. I wonder if it it turns and/or pulls out a little to drain, then push and/or twist to snap it back in to close? Hmm... Strange.

It is a vent tube. I have one on my 50cc as well.
