Hey, well I was putting in a new spark plug and found this just dangling..
any idea where it could go attached to?

Hard to see due to it being dark, but I noticed on the bottom hoses one has what it looks like oil in it. So if one of the bottom hoses is attached to the VENT on the VALVE COVER then that connectes to a port on the AIR BOX. Alleyoop

That end doesn't connect to anything. It is an open ended tube, part of the emissions system. There is a charcoal filter in the rubber cover that is supposed to soak up excess fumes.

It all DEPENDS on what the OTHER hoses are connected to. I say it is a OIL catch can because one of the hoses has oil in it and one of hoses on the Bottom of that canister is connected to the VALVE COVER VENT.
Pretty simple to find out which and what type of system that canister belongs to, but we need the OP to tell us where the hoses on the bottom of that canister are connected to, so we can then define the system that is on there. my .02
If one of the hoses is connected to a Valve Coming off the HEAD by the Valve cover then it is a PAIR system and one of the hoses is open to suck in fresh air. If one of the hoses is connected to a VALVE that is WELDED onto the EXHAUST pipe it is a EGR system and that returns unburned fumes back through the intake to be burned. Then you have another system called EVAP, which is the Gas Tank Vent and Fumes trapper this one also connects to the Intake to be re-burned . Alleyoop

Looks like the hose it part of the vapor emissions that connect to a charcoal canister . Does it run good ?

A Vapor system requires VACUUM which that canister does not have it is not a EVAP system. Alleyoop

Hmmmm my Echarm has a blowby tube which if I redline it I get a sip of bubbled oil in the hose . It had a removable plug on the end . I will takeoff the plug and see if it blows out air at idle and if I rev it up some .
Look for a connector missing a hose . I do not know the diff in PAIR or the other emission hoses since my Echarm has EFI and my other scooter is a 2T

Here is a EVAP system GAS TANK VENT CHARCOAL Canister: Here is a EGR system Valve attaches to the PIPE by means of a welded piece of pipe: Here is a PAIR system that all it does is suck in fresh air you will find a hose just hanging to get fresh air: Then you CAN have a OIL catch Canister like the one he has on his scoot which would be connected to the VALVE COVER PCV valve: Alleyoop
