Ive noticed when replacing my belt that the 2 halves are difficult to pull together as well as the fact that when I do get then close together it wont spring back? Is this normal?

It should spring right back unless the pins inside are bent, there are belt bits along with other dirt jamming it or the grease has dried up.

That is not the clutch - that is the torque sheave you are opening up. The two halves are supposed to be tight to pull apart but they should spring right back together with force. A stronger torque/contra spring puts more pressure on it giving you better acceleration with that pulley closed and the belt high.
