So I've been working on tuning my carb and basically my question is to avoid having to wait for the electric choke to turn off after its warmed up can I just disconnect the wire?

Actually no , because as the choke warms up , it closes off the fuel , so i f you would cut the power to it , the choke will always be on. You can plug it , bit you would have to give the scoot throttle until the engine warms up .
