My lady has her bike unable to start, sometimes. Other times it starts fine.
We have a Sym HD 200 2010 Model, and right now We know a few things.
We had someone at the battery store check our battery with a multimeter, and it has an expected output of X Volts, X being the battery Voltage.
We hear a electrical noise when hitting the ignition/starter button, sort of like a taser going off, but quieter. The low 'electrical discharge Taser noise is combined with a clicking noise that frequents every half to a full second. No Engine turning noise going on. The lights dim when the ignition and the throttle are applied, but at least the lights/brake lights come on at all. The throttle, when applied during the ignition, does not motivate the engine to turn. The engine kill switch is 'on'
The battery itself has a small history: Prior to this problem, the bike started OK, but often required the throttle to start. Colder weather seemed, but not conclusively, increase its resistance. 2 Days Ago; the bike failed to start, even though the bike had been used the previous day for several hours. 1 Day ago, the bike ran fine, started fine. Today, the Bike ran fine for a half an hour ride. Then it failed to start after only sitting for 2 hours past a ride that lasted for a half an hour. I can't keep it on a tender everyday, as its not feasible. The battery is about 1 year old, from a store bought off the shelf. They did not 'mix and seal it' for us.
Some things I want to learn. How to check, using a multimeter, for if the ignition is 'bad' somehow. Wires are a mystery to me for know. How to Operate and read a Multimeter How to jump a bike with the solenoid, I keep reading about it on the forums, this seems the hardest. Familiarize myself with simple wiring on the bike that I can check without major tools Familiarize myself with more complex wiring on the bike that I can check Understanding how the ignition system works.
Tools I need: A multimeter.

Does it sound more like a clicking sound? From all your saying I thing its the SOLENOID that is having a problem. Find the SOLENOID and get a screwdriver and touch BOTH terminals on the SOLENOID and it should spin your starter and may start your scoot. If so get a new SOLENOID. Alleyoop

Hello there Alleyoop. I've seen you around in the forums giving great advice. I will try to be active in taking it.

Question about the Solenoid: Is there another name common for it? I don't see this part labeled as such in the any manuals I have. Wikipedia shows this in a generic term, but not related to auto parts. I'll comb the Ignition system in the manual and see if I can match a part like it, and how to open up the bike to see it. More tools I will need!
I will be gathering tools for a bit, which will make my replies a bit stretched out.

Yes it does sound like the solenoid is bad, when they go bad they make a clicking sound caused the arching by the contact inside. You will find it right near the battery, FOLLOW the thick RED WIRE connected to the POSITIVE post of the battery and that RED wire will be attached to one of the SOLENOID TERMINALS. Then just get a screwdriver and touch both terminals. If it spins your starter that will verify 3 things the battery is good, the starter is good and the SOLENOID is bad.
As far as tools later on you will need an IMPACT WRENCH to take the Variator and or Clutch off, to either change the belt or weights or clutch. I would get the harbor freight chicago 120v electric one it puts out 230 psi which is more than enough for anything they are about 50 bucks but they always have 20% coupon online that you can print. Another little item from harbor freight would be a multi meter(under 10) and a 12v light tester(couple bucks) they come in real handy on the scoot when checking for 12v voltage on a wire that should have voltage.
